Continuity attestation

Replay-safe verifier infrastructure
Portable evidence excludes protected payload reconstruction — tenant-safe digests and declared labels only.
External Verifier and Replay Studio panels parse or compose JSON locally; exports remain hash-only and tenant-scoped.
